Honking horns in India seems to be an addiction.  There's a pecking order among modes of transport with everyone sharing the same limited street space and all use their horns to alert slower modes to move over.  Particularly in the cities it becomes a non-stop cacophany of urgent pitches.  Mumbai has numerous public service signs posted in key locations with attempts to curb various behaviors including this one about honking.  My drivers all thought the signs were working as "It's much better this year than it was last year."   I can't imagine!
